Resultaten van de Raad Justitie en Binnenlandse Zaken (en)

Michèle Alliot-Marie, the French Minister of the Interior, Overseas France and Territorial Communities, and Rachida Dati, French Minister for Justice and Keeper of the Seals, presided over the Justice and Home Affairs Council that was held on 24 October 2008 in Luxembourg.

The ministers of the 27 EU Member States approved the texts on the migration from the Schengen information system (SIS) to SIS II, thus giving the Commission a new mandate to continue developing the SIS II.

The Council adopted the conclusions on the creation of a European alert platform for signalling violations on the internet and developing operational police cooperation in the EU by applying the principle of convergence.

The Council agreed on the need to step up its action against drug trafficking in Western Africa, particularly through the rapid implementation of operational measures. It also reviewed the status of the passenger name record data project.

At lunch, the interior ministers discussed research into security technologies and means of strengthening the European Union’s response capacity in emergency or crisis situations, in the context of mutual European assistance.

On the margins of the Council, Michèle Alliot-Marie and her German, Belgian and Luxembourgish counterparts signed a quadripartite agreement organising their cross-border cooperation in Luxembourg’s Police and Customs Cooperation Centre.

At the Council, the justice ministers also reached political agreement on texts that will contribute specifically and directly to better protection for European citizens and to simplifying their daily lives:

  • • 
    a decision on the establishment of a European Criminal Record Information System, which would be indispensable for the effective interconnection of the criminal records of the 27 Member States;
  • • 
    a regulation on alimony, maintenance or spousal support obligations, designed to simplify collection, to benefit the increasing number of Europeans availing of their right to move freely in the common European area.

The ministers also adopted the resolution on the training of the judiciary, to create a common legal culture among the judiciary and judicial staff of the European Union, and conclusions in the area of the international protection of vulnerable adults ahead of the entry into force on 1 January 2009 of the Hague Convention of 13 January 2008, following its ratification by France.
