PRESS BRIEFING on the European Court of Auditors' Special Report No 9/2008 on "Effectiveness of EU support in the area of freedom, security and justice for Belarus, Moldova and Ukraine", by Mr Jacek Uczkiewicz, Member of the Court, in Brussels on 15 January 2009.

DATE AND TIME Thursday 15 January 2009 at 10 a.m.

The Court's report answers the following questions:

  • How effective was EU support in the area of freedom, security and justice for our eastern neighbours?
  • What are the main areas of failure and what are the reasons for under-performance in these areas?
  • Does the Commission have processes in place to learn lessons from such under-performance and have these processes been effectively employed in the design of new aid programmes?

Following the enlargements of 2004 and 2007, the EU became a direct neighbour of Belarus, Moldova and Ukraine. The Commission made considerable EU funds available to these countries (166 million euro in the period 2000-2005) to improve their capacity in the following areas: border control; migration/asylum management; fight against organised crime; and judiciary and good governance.

A PRESS PACK, consisting of hard copies of the Special Report, a summary of it and Mr Uczkiewicz’s short statement, will be made available half an hour before the press briefing. These documents will be published on the Court's web site, www.eca.europa.eu, in 22 EU official languages on 15 January 2009 at 10 a.m.
