  On 27 September 2007, the European Commission approved a regional development programme for Mecklenburg-Vorpommern for 2007-2013, entitled "European Regional Development Fund (ERDF): Operational programme for Mecklenburg-Vorpommern (Convergence Objective), 2007-2013". This programme covers Community investment for Mecklenburg-Vorpommern under the Convergence Objective. The overall budget of the programme is some EUR 1 670 million, including EU investment from the ERDF amounting to approximately EUR 1 252 million (roughly 4.76 % of all EU funding invested in Germany under the cohesion policy over the period 2007-2013).

  Aims and objectives of the EU investment

The primary objective of the programme is a sustainable increase in economic growth in Mecklenburg-Vorpommern, by improving companies' innovativeness, entrepreneurial competitiveness and the attractiveness of the region as a place to do business.

Safeguarding and enhancing the competitiveness of the economy in Mecklenburg-Vorpommern is an important part of ERDF support, given a per capita GDP figure of only 72.56% of the EU-25 average over the years 2000-2002, the shortfall in the availability of capital and the intense international competition to attract companies. Over the 2007-2013 period, investment will focus more heavily on innovation.

Mecklenburg-Vorpommern's development strategy for using ERDF funding reflects the objectives set out at Lisbon and Göteborg. The ERDF programme is also designed to stimulate equality of opportunity, to ensure non-discrimination and to boost sustainable urban development. Furthermore, development measures will also take into account the challenges posed by demographic change.

The aims of the operational programme are to strengthen and support innovation in business and society, make the regional economy more competitive and flexible, create a dynamic environment for investment and employment and make the Mecklenburg-Vorpommern region more attractive as a location for business.

  The expected impact of the investment. The aims include creating 9 160 jobs (of which 1 160 in research and development), safeguarding 22 640 jobs and promoting 15 business/research cooperation projects.

  Priorities

In order to achieve the main objectives of the programme as set out under 4. above, Mecklenburg-Vorpommern's ERDF operational programme for 2007-2013 is structured according to the following priorities:

Priority 1: Promoting innovation, research and development, education and training

This priority calls for the structures of the economy to focus on knowledge-based fields through the development of the innovative skills of enterprises and research and scientific institutions.

In practical terms, this should happen through the promotion of individual companies' R&D projects, technology-oriented establishment of businesses and business investment, applied research projects and infrastructure, vocational training places, the research skills of universities and other research institutions, innovative climate protection projects and E-government.

Priority 2: Increasing the competitiveness and flexibility of SMEs in particular

This priority calls for the performance and productivity of the private sector to be stimulated and support to be given to activities undertaken by enterprises, thus contributing to alleviating the employment and growth problems encountered in Mecklenburg-Vorpommern. This is to be achieved through the promotion of productive investments by way of subsidies and revolving loan funds.

Priority 3: Improving the investment framework conditions for SMEs in particular

Under this priority, the promotional strategy is concerned with reinforcing business potential, need-oriented improvement of business infrastructure and extending and improving environmental infrastructure. Specifically, this means promoting measures to publicise businesses and Mecklenburg-Vorpommern as a location, networking and cooperation in the healthcare industry, and investment in waste water disposal.

Priority 4: Development and extension of infrastructure for sustainable growth

An effective transport infrastructure and mobility for companies and workers are vital for economic development. The ERDF's role will be mainly to help link the local transport network to the trunk-road system and urban centres to each other. The enlargement of the EU eastwards opens up future prospects for Mecklenburg-Vorpommern, which is a maritime region with potential in the area of environmentally friendly sea transport. In this context, the promotional measures will focus mainly on improving seaport infrastructure. Moreover, the quality of the region as a location for business should be improved by the promotion of sustainable urban development.

Priority 5: Technical assistance

Resources are also earmarked for technical assistance to implement the programme. Preparation, administration, support, assessment, information and monitoring measures for the operational programme will be supported.
